Carol Yolanda Fisher
Carol Yolanda Fisher was born on September 17, 1970. Her journey in the Belize Public Service began on October 31, 1989, when she took her first steps as a temporary typist at the Ministry of Agriculture. Though her time there ended on December 31, 1989, it marked the beginning of a long and dedicated career in service to her country.
On January 2, 1990, Carol was posted to the Ministry of the Public Service, formerly known as the Establishment Department. As a Junior Typist, she gained valuable experience across several Ministries and Departments, including the Ministry of Foreign Affairs, the Ministry of Economic Development, and the Belize Information Service. Each assignment deepened her understanding of public administration and broadened her knowledge of government operations.
In 1993, Carol transitioned to the Ministry of Social Services, followed by a transfer to the Ministry of Trade and Industry in 1994. Her time at the Ministry of Trade was particularly impactful, as she served as Acting Senior Secretary to the Cabinet Secretary, Office of the Prime Minister, from 1995 to 1998. This pivotal period provided her with significant exposure to high-level governance and helped shape her professional identity.
In 1999, Carol moved to the Ministry of Health but soon decided to pursue her passion for Court Stenography. She was accepted into a specialized program, and upon completion, she was posted to the Office of Law Revision under the Attorney General's Ministry. Her career continued with roles at the Office of the Supervisor of Insurance (Ministry of Finance) and later at the Labour Department.
In 2000, she joined the Accountant General’s Department, where she served diligently until October 2006. She then transferred to the Elections and Boundaries Department, where she worked until November 2007.
On November 17, 2007, Carol began her long-standing tenure at the Supreme Court, now known as the High Court of Belize, as a Court Stenographer. Serving the Central Judicial District (Belize City and Belmopan) and the Northern Judicial District (Orange Walk and Corozal), she faced the demanding and high-pressure environment of the judiciary with unwavering dedication.
Throughout her 18 years at the High Court, Carol encountered numerous challenges. Despite sleepless nights spent preparing transcription records for the Court of Appeal and judgments for the Justices, she remained committed to excellence. Whether traveling by bus to Belmopan or the North, she was always present and prepared, taking pride in her role and responsibilities.
After 35 years, 11 months, and 16 days of public service, Carol Yolanda Fisher reflects with pride on a career marked by commitment, perseverance, and service. She firmly believes in the power of shared knowledge, fostering a culture of support and growth within the public service.
To her, public officers shape the public service it does not define them. Their mission is to serve citizens with pride, ensuring that everyone who seeks assistance is met with satisfaction, not disappointment.
As Carol looks back on her remarkable journey, she remains deeply grateful for the opportunities she received and the lessons she learned. Her legacy is rooted in service, dedication, and integrity, values she hopes to pass on to future generations of public servants.
