Rosiemae Mangar
Rosiemae Mangar is the third of eight children born to the late Mr. Herbert Mangar and Ms. Feliciana Rosalez. She is the proud mother of one beautiful and intelligent daughter, Kelsie Mangar. Raised with strong values of integrity, service, and community, Rosiemae has carried these principles throughout her personal and professional life. From an early age, she understood the importance of hard work, respect for others, and a commitment to making a positive impact—principles that laid the foundation for her lifelong career in public service.
Her professional journey began at the age of sixteen, when she entered the classroom as a primary school teacher. Over the years, she taught in several communities, including Forest Home, San Miguel, and Colombia in the Toledo District, as well as in various schools in Belize City. Her nineteen years in teaching not only gave her a wealth of classroom experience, but also a deep appreciation for the transformative power of education.
Rosiemae has consistently pursued academic growth, studying at institutions both locally and abroad. She earned her Trained Teachers Diploma from the Belize Teachers Training College and went on to obtain a Bachelor’s degree in Primary Education from the University of Belize. In 2009, she completed her first Master’s degree in Educational Leadership from the University of North Florida, followed by a second Master’s in Early Childhood Education from the University of the West Indies, Jamaica, in 2019.
In 2007, Rosiemae transitioned into the Public Service as an Early Childhood Officer with the Ministry of Education in Belize City. In this role, she was driven by a deep desire to contribute to national development. Over the years, she served in multiple capacities, steadily building her expertise, leadership skills, and policy knowledge. As an Early Childhood Officer, she collaborated closely with colleagues, educators, communities, and partner organizations to implement impactful policies and deliver essential services aimed at improving early childhood education across Belize.
Among the many highlights of her career, Rosiemae fondly remembers visiting early childhood centers across the country, forming lasting bonds with teachers and supporting their vital work in classrooms. One particularly meaningful moment was delivering a speech during Child Stimulation Month at the Opening Parade in the Toledo District—a full-circle experience, as this was where she had begun her teaching journey. Another milestone was her participation in a delegation to Costa Rica, where she shared Belize’s progress in early childhood development with regional counterparts. These experiences reinforced her belief in teamwork, resilience, and the potential of every public officer to drive positive change.
Throughout her years of service, Rosiemae has faced numerous challenges, each of which strengthened her commitment to professionalism, fairness, and accountability. The trust of the public and the honor of serving her country continue to inspire her to give her very best each day.
