Dr. Gilbert Emmanuel Gordon

Dr. Gilbert Emmanuel Gordon is a proud Belizean Public Servant who have devoted 35 years of service to the Government of Belize, serving with distinction at the Belize Customs and Excise Department.

Born on July 5th to Norma Marie Gordon and Enfield Alexander Gordon Sr., Dr. Gordon is the youngest of 11 children. He began his academic journey at Ebenezer Primary School, continued at Wesley College, and earned an Associate Degree from Belize Technical College. He later completed a Bachelor’s Degree in Business Administration at the University of Belize, an MBA with distinction from the University of the West Indies, and a Doctorate in Business Administration, summa cum laude, from California Southern University. His doctoral research focused on Technology Adaptation in Belize’s Customs Administration.

Dr. Gordon began his Public Service career with Customs in 1991 as a Customs Examiner II. Over three and a half decades, he rose through the ranks and today serves as a Deputy Comptroller. He is recognized regionally as a leading expert in ASYCUDA World procedures, WTO trade laws, financial analysis of customs revenue and budgeting, and technology-driven customs reform. He is also a registered consultant with the International Monetary Fund (IMF).

Dr. Gordon is married to Fatima Elizabeth Gordon, and they are the proud parents of three children: Daniel, Jayden, and Destiny.

With a career built on integrity, innovation, and service, Dr. Gilbert Emmanuel Gordon continues to lead efforts to modernize the Belize Customs and Excise Department and strengthen revenue collection, border security, and trade facilitation for Belize.
