Ruby Elena Gutierrez

Ruby Elena Gutierrez is a dedicated public servant who has devoted approximately 35 years of her life to serving the people and Government of Belize through the Immigration and Nationality Department. Her journey into immigration service was deeply influenced by a personal experience at the Belize Northern Border when she was a young woman travelling with her grandmother and baby sister.
During that journey, while waiting to be permitted to cross the border, her baby sister tragically passed away. The experience left a lasting impression on her and helped shape her desire to become an officer who could be a voice for her people someone who could serve with professionalism, understanding, firmness, and compassion.
Throughout her career, Ms. Gutierrez has served at several locations, including the Belize Northern Border, Belize Western Border, Corozal Town Immigration Office, Belize City Immigration Office, and the Philip Goldson International Airport. She has served in various capacities, including Immigration Officer, Shift Supervisor, and Deputy/Immigration Assistant 1. In her current role, she assists in supervising immigration operations and supports the Port Commander.
Her career has also been strengthened through continuous professional development and training in areas such as human trafficking, refugee protection, migrant children and adolescents, human rights, fraudulent document detection, migration management, customer service, ethics, integrity, and accountability. She has participated in training and seminars in Belize and internationally, including Mexico, El Salvador, Costa Rica, Canada, and the United States.
For Ms. Gutierrez, being an immigration officer is about more than checking documents and enforcing immigration laws. She believes an officer must understand the culture of the people, the realities of the ports of entry, and the circumstances of neighboring countries. She believes in being firm when necessary, but always showing empathy, because every person who approaches an officer may be carrying a situation that is unknown to others.
She believes that finding solutions and treating people with dignity can make a difference, because one never knows how much a person may need a light in a difficult moment.
Ms. Gutierrez dedicates her years of service to God, her mother, Mrs. Elena Gutierrez RIP, and her children, Roberto and Rubi, who have been sources of strength and inspiration throughout her journey.
Despite the difficulties and challenges, she has faced, she continues to move forward guided by her principles, values and dedication. Her message to the public is simple:
“I can do all things through Christ who strengthen me.”
She remains grateful for the opportunity to serve her country and hopes that her years of experience, compassion, and commitment will continue to make a positive difference in the lives of the people she serves.
