I initiated my nursing education at the Bliss School of Nursing 1987 to 1990, which lead me to become a Registered Nurse. Immediately after, I was assigned to the old Belize City Hospital as a Staff Nurse, where I provided clinical nursing care. I pursued the professional midwifery course at the Bliss School of Nursing and graduated in 1995. Shortly after, I was transferred to Corozal Community Hospital where I remained as a practicing midwife and Senior Charge Nurse until 2006, when I started performing as the Acting Departmental Sister (Nursing Supervisor). I was appointed to that substantive post in 2010. In 2009, I obtained a scholarship to pursue a certificate course in nursing administration in Taiwan. In 2010 I successfully completed a four-year Post RN Bachelor’s Degree in Nursing program at the University of the West Indies. I completed this course with honors. During my time in Corozal doing supervisory roles and responsibilities I became the focal point for various projects such as the MesoAmerica Quality Improvement Project, Neural Tube Defects/Observable Congenital Malformations (NTD/OCM) Surveillance; became a Trained National Evaluator of Baby Friendly Hospital Initiative and continued to serve as a member of various committees, including National AIDS Commission. In 2014, I was transferred to the Northern Regional Hospital in Orange Walk and was promoted to the post of Nursing Administrator. Here I continued in my supervisory and administrative roles, while remaining as the focal point for the Mesoamerica Project up to 2022, as well as assuming the role of focal point for the training of trainers for the management of Post-Partum Hemorrhage (PPH). I joined the Field Epidemiology Training Program (FETP) in 2017, where I excelled on my research paper, which gained me a scholarship to represent my country internationally in Thailand. I was then transferred to the Western Regional Hospital (WRH) in 2018 as administrator, where I continued to serve colleagues and clients, until my return to NRH in 2022. I am certain that I have left many indelible footprints in the sands of the health field that I hope future nurses will be able to follow.

My journey in the Public Service began in October 1986, when I was given the opportunity to enroll at the Bliss School of Nursing, in the Practical Nurse programme, setting the foundation for my nursing career. On completion of the one-year programme, I worked at the Belize City Hospital for a short period and thereafter was transferred to Belmopan Hospital. Working at the Belmopan Hospital from 1988 to 1991, I gained much experience in nursing and the desire and the drive to continue my nursing education was nourished and encouraged by my family and colleagues. I was accepted into the Registered Nursing Programme from 1991 to 1994. On completion I subsequently returned to Belmopan Hospital to work as a Registered Nurse until 1997. 1997 to 1998, I pursued the Midwifery Programme at the Bliss School of Nursing and did my internship at Karl Heusner Memorial Hospital; I was subsequently transferred to the San Ignacio Hospital and worked as a Registered Nurse Midwife until 2001. From 2001 to 2003, I ventured into Public Health Nursing, at the University of Technology, Jamaica, obtaining a BSc in Public Health Nursing. I returned to Belize and was assigned to the Maternal and Child Health Unit as a Public Health Nurse in San Ignacio until 2018. During 2018 to 2020, I was promoted to Senior Public Health Nurse, responsible for the Maternal and Child Health Programme for the Western Health Region and took office at the Western Regional Hospital in Belmopan. In August 2020, I was further promoted to the Ministry of Health and Wellness Headquarters, under the Maternal and Child Health Unit as a Nursing Administrator, to manage the Expanded Programme on Immunization programme at the national level up to present. Thanks to the Government of Belize for giving me the opportunity to serve my country and people in these different capacities, contributing positively to the health and wellness of our population. It has been a very fulfilling and fruitful experience serving as a public officer in Belize.

He went to the Cinderella Infant School, St. Joseph Primary School, St. Johns College and attended many professional courses both national and international in his educational career. His hobbies include; Sports Enthusiast and Traveling. Jose commenced his career in the Public Service (Customs and Excise Department) on April 11th, 1988. Throughout the many years in the Customs and Excise Department, it has allowed for an opportunity to gather a wealth of experience in portfolios across the country ranging from the Customs Main Office in Belize city, Port of Belize, Philip Goldson International Airport (Passenger Control and Cargo Section), Blue Creek, Belize Western Border and Belize Northern Border. Through the varying roles he has had in the different sections within the departments, he has had the opportunity to attend training courses both locally and internationally which has honed his skills and proved valuable in the execution of his duties. In August 2021, he is proud to have been promoted to Assistant Comptroller of Customs, the post he currently holds. Since joining the department, as a very young officer, the experiences have been both delightful and knowledgeable. Jose was fortunate to have great training and father-like figures which helped mould him into the officer he is today. This mentorship assisted him in becoming a better individual as well as professional. As Jose, was promoted and advanced up the ranks, he made sure to share and impart as much knowledge to his team members and other officers. During the years, he was also able to explore several parts of my country and had the opportunity to meet other public officers and gain long lasting friendships with members of the communities for which he is forever grateful

JAMES THOMAS CAYETANO

2023 Awardees Born: 07/12/1969 Years Served: 1987 to Current Positions Held: Corporal of Police 22/11/1987 to 30/04/2004 Sergeant of Police 16/05/2004 to Current JAMES THOMAS CAYETANO James Cayetano was born on December 10, 1969, in Silk Grass Village. He is the son of Petrona Guerrero and Ceyford Cayetano, and proudly bears the mantle of being the eldest among seven siblings. During his early years, he attended Silk Grass Primary school and gained a keen interest in farming, budding, grafting, and driving tractors. In 1987, James embarked on what would become an extensive career with the Belize Police Department. After passing out, he was posted at the Corozal Police Station. By 1989, he had transitioned to the Dangriga Police Station. It was here, while overseeing the Hopkins, Sittee River, and Santa Rosa Sub-Stations, that he met his wife, Joycelyn Lewis. The couple welcomed their first son in 1993, leading James to request a transfer to Belmopan to support his wife and newborn. James’ tenure in the Belize Police Department includes several noteworthy postings: 1993: Crimes Investigation Branch, Belmopan 1995: Court Orderly, Belmopan 1996: Special Branch Unit as District Special Branch Officer (DSBO), Belmopan 2001: Special Branch Officer, San Pedro Town 2005: Officer-in-charge, Caye Caulker Village 2008: Station Sergeant, San Ignacio Police Station 2011: Relief Supervisor- Precinct 2, Belize City 2020 – Present: Chief Clerk, Belmopan Headquarters One of the highlights of his career was the privilege of serving as bodyguard for the Rt. Honorable Said Musa during his official tours within the country. To further hone his skills, James attended Human and Firearm Trafficking training courses in El Salvador and participated in numerous local training sessions. Now, as he nears the completion of 36 years with the Belize Police Department, and with only 1 year and 4 months until his retirement, James reflects on the experiences and the wealth of knowledge he’s accumulated over the years.

Nineteen years old at the time, and having attended Holy Redeemer Primary School, St. John’s College, and Belize Technical College Sixth Form, it was not his intent to make the employment into a career, but rather, he was seeking occupation with a view to fund and further his education. The older of the two sons of doting parents, Gareth, growing up, was a tall and slim young man. It was in the exercise magazines he read avidly, trying to put on weight, that he found his favourite quote: ” Strive for excellence, exceed yourself, love your friend, speak the truth, practice fidelity and honour your father and mother. These principles will help you to master yourself, make you strong, give you hope and put you on the path to greatness.” (Attributed to Joe Weider) Taking that mantra to the workplace, he was a dedicated and hard worker always with new ideas and innovative methodologies. After having postings in Belize City, the old Belize International Airport, and Belmopan, he was transferred to the Belize-Mexico border station at Corozal in 1989. It was there that he flourished; and after a temporary stint in Orange Walk, with his abilities now recognized, he got his first promotion to Immigration Officer 1 with supervisory responsibilities at the border station. It was also during his time in Corozal that he met his wife of now more than twenty-eight years. Her unwavering love and support have been contributing factors in every success that he has achieved. In 1999, after furthering his education by completing the then Certificate in Public Administration through UWI’s outreach program and attending other courses on information technology, legal writing, and even foreign relations, he was promoted to the post of Senior Immigration Officer with supervisory responsibility for the then Passport Office in Belize City. Another transfer to Belmopan in 2002 followed. There, he was given the opportunity, between 2004 and 2005, to act as Director of Immigration before substantively holding the position at the beginning of 2007. After almost four years in that capacity though, he was laterally transferred to the post of Chief Transport Officer in November, 2010. Less than a year later he was again transferred to become Registrar of Co-operatives. Despite these unforeseen, and in his mind, unwarranted events, he maintained his motivation and passion for public service. He retired as Registrar of Co-operatives in December, 2022. During his thirty-five years of service, he undertook extensive travels globally representing Belize: from presenting at workshops in the Dag Hammarskjöld Library of the United Nations and in Nairobi, Kenya to meetings and fora across the Caribbean. But he documents his most commendable achievement as that back between 2004 and 2005 with the deployment of the first machine readable passport system. It was, at the time, new technology for Belize and even though there was project support from the system provider, it was his almost single-handed efforts that lead to timely and successful completion. He insists that his proudest moment as public officer came back in 2014 while attending a ceremony in Sand Hill, Belize District. After the ceremony, he was approached by a gentleman who asked if he was “the Mr. Murillo who used to be at Passport Office.” On saying yes, the gentleman gave a firm handshake and expressed his gratitude. Some years before his wife was ill and needed to travel urgently; the gentleman indicated that he went to the Passport Office without much hope for expedient service but that he was able to receive the passport in time for his wife to receive lifesaving treatment abroad. Mr. Murillo concludes with this advice to current and future public officers. “Be humble, always be mindful of the fact that we are servants to the public. The Public Service is the implementing arm of government. Everything that must be done to develop our country and to deliver services to the people, depends on the work we do. Be positive role models to our children and younger people in general; share our experiences and guide and counsel them to be productive citizens. And lastly, exercise your intellectual curiosity; never, ever stop learning.”

Mr. Ford attended primary school at San Jose Succotz Primary School and Mount Carmel Primary where he graduated with his Primary School Certificate. He furthered his education by attending St. John’s College in Belize City. After graduating from high school he briefly held a job from 1984 to 1986 at Joe’s Aviation Centre as an aircraft maintenance technician, before joining the Public Service in 1986 as a junior Customs Officer in the Customs and Excise Department. There I work my way through the various ranks until retiring on January 11th, 2023, as an Assistant Comptroller of Customs and Excise. It gave me a wonderful experience and exposure to the country through its opportunities of job transfers and endless patrols to all six districts, to work in the various Stations and Airport spread out over the country’s land and sea borders, and exposure internationally through numerous Customs trainings abroad. Enjoying now quiet retirement with my family.

Currently, I am employed by the Ministry of Health and Wellness at Corozal Community Hospital as a Nurse Specialist Grade II (Registered Nurse Midwife) in the Maternity Unit. I have additionally fulfilled the role of acting Maternity Unit Manager. In September 1987, I enrolled in the Professional Nursing Program at Belize School of Nursing. In July 1990, I received my Registered Nurse License. As a novice nurse, I began my nursing practice at the Belize City Hospital in the Casualty Department. In October 1990, I was transferred to the Orange Walk Hospital, now known as the Northern Regional Hospital. Then, in May 1990, I was transferred to the Corozal Hospital, presently referred to as the Corozal Community Hospital. In August 1996, I enrolled in the Professional Midwifery Program at the Belize School of Nursing. Unfortunately, due to a family member’s medical issues, I had to postpone my final examination. Consequently, in 1998, I successfully completed my final examination and obtained my Professional Midwifery License. Since then, and for many subsequent years, I have faithfully provided my dedicated service to the Corozal Community, finding immense satisfaction.

She is a graduate of Belize Technical College, currently known as the University of Belize. She started working in the public service on 3rd August 1987. Her first place of employment was at the Valuation Department as a Records Clerk. Ms. Swift worked a few years in this post before it was upgraded to that of a Second-Class Clerk. In 1997, she was transferred to the Lands Department in Belmopan. This was a bit of a challenge for her being that she lived in Belize City and would have to travel every day. Despite the situation, she remained committed and dedicated to the job. She got up early each morning to ensure she caught the 6:30 am express to Belmopan. The commuting continued for approximately 10 years before she was transferred back to the Lands Department in Belize City in 2007. A few years after she was transferred to the Income Tax Department, Belize City Branch where she received her promotion to a First-Class Clerk. Here, she worked in the Assessment Section, dealing with TD4 returns for different government departments. She also worked in the Collection Section, dealing with people who did not submit payments on their income tax return. The few years spent with the Income Tax Department were quite memorable for Ms. Swift, as she and her work colleagues went on yearly staff retreats. In October 2015 she was once again transferred to another department. This time, it was the Treasury Department, Belize City Branch. She was a bit pessimistic at first, because there are all these rumours about the Treasury Department being overwhelmed with work. After thinking it over for some time, she decided to be open minded and as we Creoles usually say, “face the music”. She therefore showed up at the Treasury Department as directed. The experience was rather pleasant and yet beneficial to her career, as she gained a wealth of knowledge in the administration section. Ms. Swift has always been an exemplary public officer who believes in giving the government its fair share of work for a day’s pay. She is always punctual to work and always willing to go the extra mile to accomplish her tasks or the tasks of others. Her goal has always been to become a true reflection of what a public officer ought to be. She has accomplished that and now she is ready to move on to another chapter of her life. “Retirement”, the part of one’s career that many look forward to with joy, meanwhile many looks toward it with fear and sadness. No one can really understand the bittersweet feeling of retirement until they walk a mile in someone’s shoe.
