Walk of Recognition & Inspiration
The team credited with the idea for creating the Walk of Recognition and Inspiration was the Customer Service Quality Assurance Unit, of the Ministry of the Public Service headed by Freya Parham-August, whose responsibility it was to lead in the development and implementation of her very idea.
In the year 2019, according to a government press release the Walk was proposed to continue the recognition of public officers who among many other frontline workers were on the forefront battling the infamous Corona COVID-19 Virus. In 2020, the Belize Public Service Awards Gala to celebrate the value and virtue of public officers and the public service was cancelled. In continued show of appreciation for the work of public officers, whose jobs are usually a thankless one, and during a time when public officers rose to the challenge and selflessly served like never before, this innovative idea of establishing a physical monument and walk was a different and welcome proposal. According to archival information, this initiative also came at an opportune time and boosted the existing Recognition and Meritorious Awards Program, particularly the 35 years long service category which awarded eligible recipients a vacation package for two persons for two nights at one of the local resorts across the country. With the uptake of this package being at a low ratio, compounded with the restrictions of the COVID-19, a more prominent and meaningful form of appreciation was already being discussed.
The Minister and CEO of the Ministry of the Public Service supported the idea and Parham-August and her team, with contributions from the Public Service Day National Committee and the management team of the ministry, saw to the fleshing-out of the idea.
Once a proper concept was drafted, the financial secretary was approached and without much hesitation, support was given for the use of the budgeted funds to be reallocated to the project.
According to Parham-August, the idea of having footprints and stars came from early discussions with supporter and partner in leadership building, Kerm Thimbrel of the Belize Global Leadership Summit, with whom she recounts spending endless hours brainstorming on how the concepts of the Civil Rights Walk of Fame in Atlanta USA and the popular Hollywood Walk of Fame can be uniquely honed to honor those w
hose jobs we depend upon on a daily basis.
The Belmopan City Council was later approached with a proposal, which outlined the benefits that were envisioned, namely, the direct contribution to history in the making, tourism and bolstering of the economy, to name a few. This later led to the signing of a Memorandum of Understanding on 27 August 2020 between the Ministry of the Public Service and the Belmopan City Council. Later the council’s engineer Rhyne Timmons was assigned to work in collaboration with the building contractor Enrique Escalante of Vision Builders Limited who was contracted, having won the bid of tender, and architect Colin Escalante who developed and produced the architectural designs for the monument and walk.
After taking a good look and making in-depth comparisons between imported bricks with the names already stenciled in or using local products and services, the decision was taken to promote and support the local businesses. As a result, Maheias Construction was subcontracted to pour the first phase of the walkway, while customized nameplates made of cordon steel (a material which is known for rusting into preservation) was sourced from Midwest Steel in Spanish Lookout.
In early September 2020, ground was broken, and construction on the monument, erected at the entrance of the walk got underway. By mid-October, the monument was completed with the symbolic sign and symbols, designed, and installed by local businessman Frank Madrid of Pentagram, to adorn and showoff the name of the majestic monument. Despite the flooded roads that were not passable by road traffic, the inaugural plaque, made by Timberland Designs in Spanish Lookout was flown in to be installed to mark the opening of this monumental walk we have today.
On 23 October 2020 the ribbon cutting ceremony was held and the first 118 nameplates were inducted onto the walk. Among those were 10 for the Outstanding category with the symbolic star, 105 for the 35 Years Long Service category and two special nameplates that were made to honor all Frontline Workers, the brave men and women who worked day and night, to combat COVID 19. Almost a year later, the eight feet by twelve feet steel plate of the Belize Coat of Arms was designed and installed in the open area that was airmarked, immediately after the two symbolic salute steel name plates to mark the national pride of the project.
The public officers who have been inducted onto the walk include eligible officers retroactively from 2018 when the Public Service Recognition and Meritorious Awards Policy was implemented. Today the walk houses a total of 181 inductees.
The uniqueness of this initiative can be compared to the true spirit of the public service as it transcends government administrations. In that regard it has been captured on record that while the walk was established under the Hon. Frank Mena, the full and complete support continued and further evolved, with the development of the e-library, which was an idea put forward by the Hon. Henry Charles Usher. Similarly, Mayor Khalid Belisle initially signed the Memorandum of Understanding with CEO Peter Allen, and later Mayor Sharen Palacio along with CEO Rolando Zetina, in the same spirit embraced the initiative and affirmed the collaboration for the Walk.
This mutually beneficial program is not only achieving the goals of honoring and showing appreciation for public officers, but also is promoting the stalwart qualities that allow communities to thrive.
The Customer Service Quality Assurance Unit of the Ministry of the Public Service continues to add nameplates to the walk on an annual basis, as the managing body of the program.
The walk continues to create a picturesque landmark in the capital city of Belmopan, and a growing attraction offering history, and a place of inspiration for aspiring young and the young at heart who wish to undertake the noble job of service to people and country.
