Lucio Shal

Lucio Shal was born on December 13, 1971, in San Jose Village, Toledo District. He is the son of the Toledo District and remains deeply connected to the people and communities that shaped his early life and influenced his commitment to public service.

Mr. Shal is married to Anna Shal, and together they are the proud parents of three children: Angela Krista Shal, Francisco Ethan Shal, and Micah Andre Lucio Shal. His family has been an important source of support and inspiration throughout his personal and professional journey.

His commitment to education and lifelong learning is reflected in his academic accomplishments. He holds an Associate Degree in English and a Bachelor's Degree in English from the University of Belize, as well as a Certificate in Paralegal Studies from the University of Belize. He also pursued A-Level Law through distance learning with the University of Cambridge. His educational background provided him with a strong foundation in communication, legal studies, and advocacy, all of which would prove valuable throughout his career.

Mr. Shal began his career in public service when he joined the Belize Police Department on July 1, 1990. During his years as a police officer, he gained firsthand experience with the challenges faced by individuals within the justice system. His dedication and commitment to his duties were recognized with his promotion to the rank of Corporal of Police in 1998.

On April 8, 1999, Mr. Shal concluded his service with the Belize Police Department and transitioned to a new chapter in his public service career. He was transferred to the Ministry of Public Service, where he served as a Civilian Prosecutor. This role provided him with an opportunity to pursue a deeper sense of purpose and to contribute to the administration of justice in a different capacity.

His decision to become a Civilian Prosecutor was strongly influenced by the injustices he had witnessed during the early years of his career. He became particularly aware of the challenges created by language barriers and their impact on access to justice. He observed that many Maya people who became victims of crime faced difficulties expressing themselves in the official language of the country, which could affect their ability to fully participate in the justice process and receive the justice they deserved.

Recognizing the need for individuals who could help bridge this gap, Mr. Shal chose to position himself where he could make a meaningful difference. His work as a Civilian Prosecutor allowed him to advocate for victims and assist in navigating the legal and justice systems. For him, this was more than a professional appointment; it was an opportunity to turn his observations into action and to serve communities that faced significant barriers.

In 2016, during the latter part of his public service career, Mr. Shal transferred to the Office of the Director of Public Prosecutions, where he served as a Legal Assistant. In this capacity, he continued to contribute to the administration of justice and to draw upon the knowledge, experience, and skills he had developed throughout his years in law enforcement and public service.

Looking back on his career, Mr. Shal remains grateful for the decision he made to pursue a path dedicated to helping others. He takes particular pride in witnessing the fruits of his labour and knowing that his contribution has made a difference in the lives of individuals who sought justice and assistance within the system.

His professional journey from police officer to Corporal of Police, Civilian Prosecutor, and Legal Assistant reflects a career shaped by purpose, perseverance, education, and a strong commitment to justice.
